If it does it will blow the fuse. The starter relay would not likely draw more than 200mA or so. Starter current of 200 amps possibly approaching 400 amps are quite possible.
The starter motor will not draw the same current all the time.
As mentioned above the starter draws 125 amps all by itself when it is working properly. My partner Barbie was asking about it. More than likely no hand held meter will be able to catch that bit so the current youll be seeing on the meter is going to be the current draw as the starter is already fully rotating. Fifteen amps for the solenoid contactor coil seems high to me.
